How your water bill is calculated and what the AAA charges per service

The AAA bill has two parts: a fixed base charge that depends on your meter’s diameter — not on how much water you use — and consumption charges distributed in blocks. For a home with the most common meter, ½" or ⅝", the base charge effective 1 July 2026 is $17.47 for water, $13.01 for sewer, and $30.48 if you have both services. What is it?

The rate structure is the formula by which the AAA turns your consumption into a bill. It consists of a base charge and consumption charges distributed in blocks, and both change by customer type — residential, commercial, industrial or government — and by meter diameter. The base charge is fixed: you pay it even if you consume nothing, and it rises with meter diameter, which is why two homes with identical consumption can have very different bills. Apart from consumption, the AAA publishes a schedule of activity and service charges: disconnection, reconnection, installation of connections, meter testing, fire systems, bulk water and bulk discharges.

Who can do it?

The rates apply to every AAA customer according to their classification. The structure publishes four categories — residential, commercial, industrial and government — and within each, tables by meter diameter from ½" to 12". For commercial, industrial and government, the consumption blocks are further split between meters up to 2" and meters larger than 2". This guide reproduces the residential figures for the most common meter; the rest are in the official table.

Step by step

  1. Step 1: Start with the base charge, not consumption

    You pay the base charge even if you shut the tap all month, and the meter’s diameter determines it. For a ½" or ⅝" home it is $17.47 for water, $13.01 for sewer, or $30.48 with both services. It rises fast with diameter: a 1" meter is $70.18 with both services, and a 2" one is $198.98. If your bill went up without your consumption changing, the meter diameter is the first thing to check.

  2. Step 2: Add consumption by blocks

    Residential consumption is charged per cubic metre and rises in tiers. With water and sewer: $5.78 per cubic metre in the block above 10 up to 15 m³, $6.36 above 15 up to 25 m³, and $8.57 above 25 m³. Water only is $3.10, $3.40 and $4.58 respectively; sewer only, $2.68, $2.96 and $3.99. It is an ascending structure: the more you consume, the more each additional cubic metre costs.

  3. Step 3: If you are being reconnected or connected, check the other schedule

    The AAA separately publishes a revised activity and service schedule for fiscal year 2026. Residential reconnection: $40.00. Commercial and industrial: $75.00 each. Disconnection: $15.00. Meter testing: $30.00 for ½" to 1½", $80.00 for 2" and up. Fire hydrant: $39.95.

  4. Step 4: The connection is the big number

    An acometida is the property’s physical connection to the network. The AAA prices it thus: ⅝" water connection, $1,931.40; 4" sanitary sewer connection, $1,797.00; 6", $2,112.00. The AAA clarifies those costs include all the work the installation entails. If you are building or connecting a property that never had service, this is the figure to budget, and it has nothing to do with the monthly base charge.

  5. Step 5: If the consumption does not add up, test the meter

    Contrastación is the meter test, and it has a published price: $30.00 for ½" to 1½" meters, $80.00 for 2" or larger. It is the formal route when you suspect the meter is measuring incorrectly. If what you want is to dispute the bill amount, that claim is opened through the Mi Acueductos portal or the Call Center.

Where to do it

The full table is on the AAA’s rate structure page. To ask about your bill, request a reconnection or request a meter test, the Call Center is open 6:00 a.m. to 11:00 p.m. every day of the year, including holidays, at (787) 620-2482 and (787) 679-7322 for hearing-impaired customers. There are also commercial offices, though some handle limited transactions.

What to do if something goes wrong

One detail the page does not explain and this guide will not assume: the residential block table starts at “above 10 up to 15 m³”, and the AAA does not state on that page how consumption of 10 m³ or less is charged — whether it is included in the base charge or billed some other way. If your consumption is below that level, ask the Call Center rather than assuming. The figures in this guide are the residential ones for a ½" or ⅝" meter effective 1 July 2026; if you are commercial, industrial or government, or have a different diameter, go to the official table, which publishes them all. The AAA also keeps the previous structure published, in force until 30 June 2026, useful if you are reviewing an older bill. Bulk water prices do not include administrative expenses, per the AAA itself. This guide does not explain subsidies or describe how to request a payment plan. Common mistakes

  • Believing that using no water means paying nothing: the base charge is fixed and depends on meter diameter.
  • Comparing your bill to a neighbour’s without checking they have the same meter diameter.
  • Assuming the first 10 m³ are included in the base charge: the page does not say so.
  • Budgeting a new connection as a cheap formality: the ⅝" connection is $1,931.40.
  • Requesting a meter test believing it is free: it has a published charge of $30.00 or $80.00.
  • Using the new figures to review a bill from before 1 July 2026.

Why do I pay if I barely use water?
