In short
Owed tolls are the total of the toll transactions you incurred and that, for whatever reason, have not been paid or charged to you. DTOP made them payable in CESCO Digital, in the mobile app and the web version, and publishes three facts worth knowing. The first is the cap: the system allows up to a maximum of $5,000 per transaction, and a larger debt can be paid across several transactions. The second is the date: no fines for toll use have been issued since 16 April 2022, though fines from earlier periods may still be outstanding. The third is the one that bites: to renew your marbete you must pay all owed tolls. You do not need a registered AutoExpreso account to pay, Visa or Mastercard cards are accepted, and the receipt appears under Payment History in the AutoExpreso transaction.

What is it?
It is the CESCO Digital feature that lets you see and pay the tolls you have outstanding and the fines for owed tolls, without going to another platform and in the same app where you handle your marbete.
Who can do it?
Any citizen with outstanding tolls or toll fines. The page clarifies that even without a registered AutoExpreso account you can still complete the payment of your owed tolls.

Step by step
Step 1: Update the app and open your vehicle
The page starts there: check you have the latest version of CESCO Digital, looking for it in the App Store for iPhone or in your phone’s store. Inside, you open your vehicle’s screen. If the vehicle has no fines, the AutoExpreso section shows only the logo; if it does, an alert icon appears.
Step 2: Select what you are going to pay
On the Fines and Tolls screen you can see each fine’s detail by tapping it, and select one or several for the same transaction. There is also a Pay All option to select them all at once. After selecting you see a breakdown of the charges — fine and toll — you are about to pay.
Step 3: The $5,000 per-transaction cap
The payment system allows up to a maximum of $5,000 per transaction. If your debt is larger, the page says you can pay the full amount in multiple transactions. It is not a debt limit: it is a limit per payment.
Step 4: Pay and keep the receipt
You enter the card details and the billing address, review the transaction summary — which includes the vehicle, the total fines, the total to pay and the card’s last 4 digits — and confirm. You can find the receipt afterwards by selecting Payment History and looking for the transaction labelled AutoExpreso.
Step 5: The payment has to sync with AutoExpreso
The page puts it this way: once you complete the payment through CESCO Digital, it must synchronise with AutoExpreso and be reflected in your account. It does not publish how long that takes, and this guide does not invent a term. If what you want is a statement detailing the tolls used, that must be obtained on the AutoExpreso platform, at www.autoexpreso.com.
Step 6: Toll fines: the date that divides them
The page publishes a fact that saves arguments: no fines for toll use have been issued since 16 April 2022. But for periods before that date, fines for owed tolls may still be outstanding, and those are the ones paid here.
Step 7: No marbete without tolls up to date
The question is on the page itself and the answer is one word: yes, to renew your vehicle’s marbete you must pay all owed tolls. That is why it is worth checking this screen before your renewal date rather than on the day.
Step 8: If something goes wrong with the payment
For questions during the process, DTOP’s call centre is 1-833-9-DTOP-PR. If your claim is about a duplicate payment or about payments made in the app, the page gives 1-833-938-6777, Monday to Friday 8:00 a.m. to 6:00 p.m. and Saturdays 8:00 a.m. to 2:00 p.m., or the email soporte@pagodepeajes.pr.gov. For account matters — registration, statements, review of recourses — the page refers you to AutoExpreso’s call centre.
Where to do it
In the CESCO Digital mobile app or its web version. Detailed statements and toll-account matters are handled on the AutoExpreso platform, at www.autoexpreso.com.
How long it takes
What to do if something goes wrong
If the debt exceeds $5,000, it is not that you cannot pay it: it has to be split into several transactions. If you paid and do not see it in AutoExpreso, the page warns the payment must synchronise first; if you suspect a duplicate payment, that claim goes to 1-833-938-6777 or soporte@pagodepeajes.pr.gov. If old fines appear, remember that since 16 April 2022 no fines have been issued for toll use, but earlier ones remain in force. And if you are about to renew your marbete, check this screen first: owed tolls block the renewal.
Common mistakes
- Leaving tolls to renewal day, when without paying them the marbete is not renewed.
- Believing an AutoExpreso account is needed to pay: the page says payment can be completed without one.
- Thinking a debt over $5,000 cannot be paid through the app, when the cap is per transaction.
- Looking for the detailed statement in CESCO Digital: that is handled on the AutoExpreso platform.
- Claiming a duplicate payment through the wrong channel, when the page publishes the phone and email.
- Assuming every toll fine is recent: since 16 April 2022 none have been issued.
