The Infrastructure Recommendation Application (SRI) is the bilingual form used to ask PREPA and LUMA to evaluate the electrical side of a construction project. It is published on OGPe’s forms page and is document 4375.001, version 4. It covers several different requests on one sheet: field studies, split into load study and facilities query; connection-point reconsideration; cogeneration; distributed generation, which is the solar-panel and renewable-systems line; drawing endorsement, new or revised; and emergency generators. For load studies you must state whether the load is single-phase or three-phase and whether the project will be developed in phases. Two things on the form decide who can use it and when. First: the applicant block offers only four profession checkboxes — engineer, architect, land surveyor or master electrician — next to a licence-number field. Second: it asks for the OGPe project number, so the permit process must already be under way before this is filed. In the project information section you must declare the proposed new load, existing load, total load and estimated load by load census, all in kVA.
What is it?
It is the point where the project on paper meets the actual electric grid. Works can have every construction permit and still stall if the local grid cannot deliver the load they need, or if the proposed connection point will not do. The SRI is the filing that asks that formally and obtains a recommendation. It serves several cases people experience as separate problems but which go through the same form: requesting a load study for new construction, querying what electrical facilities exist at the site, asking for reconsideration of a connection point, connecting a distributed generation system — solar panels, typically —, obtaining endorsement of the electrical drawings, or registering emergency generators. What matters for the owner is understanding that this is not their filing: it is signed by a licensed professional from one of four professions.
Who can do it?
The form defines the applicant by profession and licence. In the applicant block there are four checkboxes and only four: engineer, architect, land surveyor and master electrician, next to a licence-number field. If the project owner is a different person from the applicant, the form carries a separate section for their details. There is no checkbox for a homeowner to identify themselves as applicant, so if you need an SRI, you need to hire a professional from one of those four professions.

Step by step
Step 1: Identify which of the requests you need
The form is not one: it is several on the same sheet, and you must tick the right one. Field study, subdivided into load study and facilities query. Connection-point reconsideration, if LUMA already gave you one and it will not do. Cogeneration. Distributed generation, with three connection-voltage options: at distribution line voltage, at wind-power transmission line voltage, or at solar-energy transmission line voltage. Drawing endorsement, new or revision. And emergency generators. If you tick load study, you must also state whether it is single-phase or three-phase and whether the project will be developed in phases.
Step 2: Have the OGPe project number before filing
The form has a field for the OGPe project number and repeats it in the general requirements for load studies. That fixes the order: first the project is opened in the permit system, then the infrastructure recommendation is requested. Many people try it the other way round — asking LUMA for power before anything is filed — and end up without the datum the form requires.
Step 3: Calculate the loads in kVA, all of them
The project information section for field studies asks for four numbers, all in kVA: the proposed new load, the existing load, the total load and the estimated load by load census. It also asks for the municipality and the project type, with checkboxes for line relocation, lot subdivision, urbanization, segregation, commercial and industrial, and for the last four you must state the number of lots. Without those numbers the load study cannot be done, because they are literally what is studied.
Step 4: If it is solar, the equipment certification shows up here
In distributed generation, LUMA requires certification of the generation system equipment — modules, inverters and so on —, the inverter or generator manual, and the operations and maintenance manual of the proposed equipment. That equipment certification is the same family of documents as OGPe’s Renewable Energy Equipment Certification, which requires laboratory certifications and manufacturer warranty letters. If you are contracting panels, ask the vendor for those papers from the outset: you will need them twice.
Step 5: For drawing endorsement, do not forget the stamp
Drawing endorsement asks for the drawings file in electronically signed PDF, LUMA’s Certification of Electrical Construction Drawings, the geo-referenced project file in dwg or dxf, and the Special Digital Stamp (EDE) for drawings to be certified before PREPA or LUMA, which must be in PDF and electronically signed. The stamp is the most commonly forgotten requirement because it is neither a drawing nor a calculation: it is a seal.

How long it takes
What to do if something goes wrong
First, what this form does not say and this guide does not invent: it publishes no cost, no response term, no address or email for submission, and does not say what happens if LUMA determines the local grid cannot supply the requested load. All of that must be asked. Second, an expectation worth setting early: what is requested here is a recommendation, not a connection. LUMA recommending does not mean you already have service. Third, order matters: the form requires the OGPe project number, so the permit comes first. Fourth, if the service is for a segregated lot, be ready to present the deed and construction permit, or the presentation minute bearing the Property Registry’s seal; that combination catches out anyone who has just segregated and does not yet have full recording. And fifth: if what you need is to put a home’s electricity in your name, or to request new residential service, that is a completely different process and has its own guide here.
Common mistakes
- Trying to file it as the owner of the works: the form admits only engineer, architect, land surveyor or master electrician.
- Requesting the recommendation before having an OGPe project number, which the form requires.
- Confusing an infrastructure recommendation with having electrical service connected.
- Ticking load study without stating whether it is single-phase or three-phase, or without declaring the loads in kVA.
- Submitting a phased project without the work programme with dates and estimated load per stage.
- In distributed generation, omitting the one-line diagram or the panel arrangement on the plan.
- Forgetting the Special Digital Stamp in the drawing endorsement.
- Using this filing to put a home’s power in your name, which is a separate residential service.
Frequently asked questions
Can I fill in and submit the SRI myself?
The form offers four profession checkboxes in the applicant block — engineer, architect, land surveyor and master electrician — with a licence-number field. There is no option for an unlicensed owner. If the project owner is someone else, their details go in a separate section.
Is it used to connect solar panels?
That is the distributed generation line, with three connection-voltage options. Besides the plan with the panel arrangement and the one-line diagram, LUMA asks for the Interconnection Evaluation Application by voltage, the certification of the generation system equipment, and the inverter or generator manuals.
