What is it?

Around that right, the agency organizes three distinct tasks: checking the refund status, updating your address so the check reaches where you live, and claiming when a refund check was cashed erroneously or illegally.
Who can do it?
It applies to any taxpayer with a pending or issued refund. For a status lookup there is no requirement beyond identifying yourself in the system. For a claim about a check that never arrived, the starting point Hacienda describes is that the taxpayer must file the claim, and the Department verifies the check’s status; what happens next depends on whether the check shows as cashed and on whether the signature is yours.

Step 1: Check the status first
Before assuming something went wrong, look at where it is. Hacienda publishes two routes: the online lookup from its refund status page, and the automated refund status system by calling 787.721.2020, option 2. The automated one works at any hour and avoids waiting for a representative.
Step 2: If you moved, update your address first
A check mailed to an old address is the most frequent explanation and the easiest to fix. Hacienda organizes the address change within the same refund section precisely for that reason. It is done with Form SC 2898 and does not require amending the return.
Step 3: If the check did not arrive, file the claim
Hacienda frames this as the taxpayer’s step: you must file a claim if your refund check did not reach you. From there, the Department verifies the check’s status, which is what determines the path the case takes.
Step 4: If it shows as cashed and the signature is not yours, it is a fraudulent endorsement
Hacienda describes exactly what happens: if the check shows as cashed and the signature on it is not the taxpayer’s, the matter is referred to the Government Development Bank for investigation, because it is a fraudulent endorsement. You do not make that referral; the Department does, as part of the process.
Step 5: Be ready to wait out the investigation
This is the part worth understanding up front to avoid frustration: Hacienda explains that once the BGF investigates and receives the credit for the wrongly paid money, that money is deposited into the Secretary of the Treasury’s account, and the Department then proceeds to issue a new refund check to the claimant. In other words, the new check arrives at the end of a chain, not at the start. Hacienda does not publish how long that investigation takes.

What to do if something goes wrong
If the system says the check was issued but you never received it, first check whether your address on file with Hacienda is current: that is the most common scenario and it is fixed with the SC 2898. If the check shows as cashed and it was not you, that is the fraudulent endorsement case Hacienda refers to the Government Development Bank, and the new check is issued after the BGF investigates and the credit is received; be patient with that sequence because the agency publishes no timeframe. If what you are checking is a refund from a return you amended, that has its own status within the amendments section, which is different from the refund one.
