How to enroll a student in public school in Puerto Rico

What is it?

Enrollment is the process by which a student is registered at a school in Puerto Rico’s public system, run by the Department of Education. The process starts online: Education maintains an enrollment portal where the application begins, accessed by logging in. Around that portal are two systems that appear in the agency’s own guides, Registro-Admin in SIE-Power DE and the Parents Portal, and Education publishes a guides portal for anyone with questions about using them.

Who can do it?

The distinction that organizes the whole process is whether the student is new or already in the system. Education puts it this way: if you run into difficulty applying, go to your current school; if the student is new, contact the Regional Education Office. That difference decides who you ask and where you start.   1. Step 1: Go to the online enrollment portal

    On its Enrollment page, Education publishes an access point to start the application, with a login. That is where the process begins, whether the student is continuing or new. If you get stuck using the system, Education maintains an online enrollment guides portal for questions about Registro-Admin in SIE-Power DE or the Parents Portal.

  2. Step 2: If the student is already in the system, go to their current school

    This is Education’s literal instruction: if you have any difficulty applying for enrollment, go to your current school. The school holds the student’s file and is who can resolve things first, so that is the contact point before escalating to anyone else.

  3. Step 3: If the student is new, write to your Regional Education Office

    Education publishes seven regional offices, each with its own email: Arecibo (matriculaarecibo@de.pr.gov), Bayamón (matriculabayamon@de.pr.gov), Caguas (matriculacaguas@de.pr.gov), Humacao (matriculahumacao@de.pr.gov), Mayagüez (matriculamayaguez@de.pr.gov), Ponce (matriculaponce@de.pr.gov) and San Juan (matriculasanjuan@de.pr.gov). Write to the one covering your area.

  4. Step 4: Ask right there which documents you need to bring

    This step exists because Education does not publish a universal document list on its enrollment page, and this guide will not invent one. The school or the regional office is who tells you what to bring for your case. Use the same email or the same visit to ask, rather than gathering papers blindly and discovering something else was missing.

  5. Step 5: Keep proof of the application

    Keep the number or acknowledgment from the online application, and the emails you exchange with the regional office. That is what lets you follow up without starting over, especially if the process stalls between one school and another.

What to do if something goes wrong

The route Education publishes for problems is tiered and worth following in order: if the difficulty is in applying and the student is already in the system, the current school is the first stop; if the student is new, the Regional Education Office. If the problem is technical — the system will not let you in, you cannot find the option, you do not understand the Parents Portal — Education publishes an online enrollment guides portal for questions about Registro-Admin in SIE-Power DE and about the Parents Portal. If you are asked for a document you do not have, check whether it is a process handled by another agency: the birth certificate is issued by the Demographic Registry and has its own process and its own timeline. And if you moved between regions, write to the regional office for your new area, not the old one. PRFácil does not enroll students and does not manage school records.
